Windows XP redetects the printer when the computer starts or restarts

Windows redetects the printer each time it starts.
This article addresses the issue where the Found New Hardware Wizard detects a previously installed printer, whenever you start or restart your Windows computer. This has been recognised as a known Microsoft issue.
This problem may occur if one of the following conditions is true:
The printer driver does not use Plug and Play for its installation.
A registry key has become damaged.
